For this we're going to head to this spot on the map. The taxi company across from Racine Construction where a person named Véloce is standing with a bunch of Cyclizar. I see where this is going a mile away and already hate it.
He mentions that Pokemon battles hinge on sheer speed. You know what, never mind, I thought this dude was going to try and compete against the Taxi service...as he was standing on their property but nope. Apparently this has NOTHING to do with it.
Let's challenge him.
Pokemon Trainer Véloce uses:

I mean, you knew.
They're weak to Fighting, Ice, Dragon, and Fairy and is a pretty simple fight.
Afterwards Véloce admits defeat. He then gives you the TM for the move Flame Charge. Mission Complete! Enjoy your new TM along with the 885 Gold.
