He mentions he wants to get footage of wild Pokemon. He wants the Carvanha and was wondering if you happened to have a cup of Carvanha he can borrow.

If you don't, Wild Zone 10 is silly with them. Snag you one, throw it on your team and head back.

Afterwards he thanks you for your help and that's it! Mission Complete! Enjoy your 1800 Gold, 3 Dive Ball, and 2 Exp. Candy M
