He's looking for a Tyrantrum which you can get by buying a Jaw Fossil from the Stone Emporium, taking it to the second floor of the Pokemon Research Lab to the south and having it turned into a Tyrunt, and then getting that Tyrunt to level 39.

Once you got it show it to the director. Easy.
